The definition
COR stands for Certificate of Recognition. It certifies that your company has a health and safety management system that has been built, put into practice, and verified through an audit. In Ontario, the program is administered by the Infrastructure Health and Safety Association (IHSA), which is a member of the Canadian Federation of Construction Safety Associations (CFCSA) — the body that sets the national standard the certificate is trademarked under. Because it is built around a general safety management system, it can be scaled to a shop of almost any size.
COR is a recognized stamp that says: this contractor doesn't just talk safety, they run a real system and had an outside auditor confirm it.
Is it mandatory?
Legally, COR is voluntary. Practically, it is often required to work. Major public buyers of construction in Ontario use it as a prequalification requirement — the City of Toronto phased COR in as a bidding condition on large projects, and organizations like Metrolinx, Infrastructure Ontario, the GTAA, and the TTC request it. Many general contractors now require their subtrades to carry COR before they'll put them on a project. So for a commercial envelope or glazing sub, "voluntary" can mean "voluntary, if you don't mind losing the bid."
COR versus COR 2020
You'll see two names. Regular COR is the established certification. COR 2020 is an enhanced version IHSA introduced that ties into financial rewards and recognition from Ontario's Ministry of Labour and the WSIB, with more emphasis on leadership commitment, worker participation, and continuous improvement. COR 2020 is voluntary; a shop can pursue or maintain regular COR without it. Which path fits depends on your goals — decide with IHSA.
What COR is not
COR is not a substitute for complying with the Occupational Health and Safety Act — you have to meet the law regardless. It is not a one-time trophy; it has to be maintained. And no software or consultant can hand you COR — it is earned through IHSA's training and audit process.
